In the introductory part the Bachelor´s thesis solves an evacuation of people complex, especially its inclusion in valid legislation of Czech Republic. Secondly, the categorization of incidents and means of separation of evacuation. Then, this work gradates to an evacuation of persons with reduced mobility, with a focus on social care sphere. The aim is to define an incident and all factors affecting the evacuation of persons and the identification of facilities of escape routes in buildings with residential care. In the last part of my work are described recent state solutions of people evacuation in social care institutions, based on monitoring made of selected residental care providers.

The evacuation of schools and school facilities for children, pupils and students with special educational needs in South Bohemia

This thesis deals with the problems of schools and educational institutions in the South Bohemian Region in terms of their preparedness to evacuate children and students with special educational needs. This thesis assesses the preparedness and awareness of individual schools. The work is divided into two parts, a theoretical part and a research part. The theoretical part deals mainly with evacuations as a reaction on an emergence of an incident or crisis. Evacuation applies to people of all ages. Evacuation is divided in several respects. This includes aspects of the measures adopted, where we put area evacuation and building evacuation. Another aspect is that of selecting persons involved in the evacuation; then it is universal and partial evacuation. Evacuation is also divided according to its duration, into the short term evacuation, long term evacuation and an exit. Evacuation divided according to the mode of implementation is driven evacuation, spontaneous evacuation and self-evacuation. The last division of evacuation, division in terms of danger, divides evacuation into direct and indirect evacuation. Further in the thesis I deal with evacuations planning. I analyse evacuation plan as a part of the emergency plans of the region. I also discuss the planning of evacuation in emergency planning zones. One of the subsections discusses also a plan for the evacuation of people, as an integral part of the external emergency plan which is elaborated for a nuclear facility or a workplace of 4th category. Other subchapters deal with evacuation plans of organizations preparing an internal emergency plan, evacuation plans as part of flood protection and evacuation plans of other legal entities and individuals. An important chapter in the theoretical part is the educational system in the Czech Republic. Here I proceed mainly from the Act no. 561/2004 Coll., on preschool, primary, secondary, higher professional and other education (Education Act) and amending other laws, as amended. There are different kinds of schools. These species include kindergarten, primary school, secondary school, conservatory, higher vocational school, elementary school of arts and language school with the state language examination. Other types of schools are special schools. Among special schools we include kindergarten for visually impaired children, elementary school for the visually impaired, high school for the visually impaired, conservatory for the visually impaired; nursery school for the deaf, school for the hearing-impaired, high school for the hearing impaired; kindergarten for the deaf and blind, primary school for deaf and blind; kindergarten at health care facilities, primary school at health care facilities, special primary school at a health care facility; nursery school for the disabled, a school for the disabled, a secondary school for the disabled; speech therapy kindergarten, speech therapy elementary school; special kindergarten, elementary practical school, special school, vocational school, practical school; elementary school for pupils with learning disabilities, primary school for pupils with specific behavioural problems. Special schools are attended by children, pupils and students with special educational needs. These children, pupils and students can have different kinds of disability. According to the Act no. 108/2006 Coll., on social services, we divide disability into several groups, into visual impairment, hearing impairment, mental disability, physical disability, internal disability, speech impairment, combined handicaps and we also include mental illness, seniors and parents of children with disabilities to these groups. These individual disabilities are characterized later in the thesis.
The issue of evacuation of people with disabilities

The aim of social services is the creation of conditions for satisfying people's basic needs, through support and assistance in dealing with the care of disabled people. The feeling of home creates a personal relationship. It is not just about facilities or a roof over one's head, but especially about kind and friendly staff of social facilities. The theme of the thesis is focused on the issue of evacuation of disabled persons in selected facilities. For this purpose, the research part of the work is dedicated to facilities providing social services in the South Bohemian Region, where there are staying people with different kinds and degrees of disability for most of the day time. These facilities include: homes for the elderly, special regime homes, homes for people with disabilities, respite care, weekly care centers, sheltered housing and social rehabilitation. Disabled people, in case of evacuation, are dependent on the help of others, in particular nursing staff, and on the activities of the Integrated Rescue System (IRS). This places high demands on the readiness of social facilities and personnel itself in terms of evacuation. The thesis deals with the readiness of the aforementioned social facilities for emergencies, with special emphasis on the evacuation of users living in these facilities. In the theoretical part, the issues of evacuation and ways of its division are discussed in several respects, i.e. in terms of duration, the selected solution, the method of implementation, measure extent and in terms of choice of people and in terms of danger to people. Because attention of the thesis is focused on the buildings in which persons with disabilities are grouped, building evacuation as such was described in more detail in the thesis. A substantial, and even to a considerable extent extensive, chapter talks about a description of social care services, of which I chose only those that have the form of buildings where disabled people stay. Then I chose those devices that provide residential form, because there arises an obligation to care for the person entrusted, and therefore the need for a response to emergence of an extraordinary event, which is in many cases inherently linked with implementing evacuation. Defined criteria for the selection of providers of social services (residential form of social services and the type of social services) corresponded to a total of 66 social facilities in the South Bohemian Region. For the purposes of the subsequent questionnaire it was interviewed 33 of them, chosen randomly, while the survey itself was attended by 30 facilities. For the sake of compact perspective of the problem it was necessary to define disability according to the Act no. 108/2006 Coll., on social services. According to this act, a disability is divided into visual, auditory, physical, mental and combined disability. Specifically, but not exhaustively, they are described in chapter 2. The aim of the thesis was to evaluate the readiness of selected social services of the region for evacuation. For this purpose, an extensive survey was carried out in selected facilities in the region. For the actual investigation, two questionnaires were created. One was intended for managers or responsible leaders of these facilities and contained 16 questions. The second was intended for staff and included 26 questions. It was divided into three blocks. The first block contained five questions that provide information about the respondent. The second block contained 16 questions, which reported on the knowledge of personnel in the area of evacuation, health and safety at work, fire protection and emergencies that may arise in the structure of the facility or its surroundings. The third block contains five questions, which focus on self-evaluation of the one interviewed. Results of the survey were, for the purpose of clarity, evaluated as graphs including their interpretation.
Simulation of hospital evacuation

This diploma thesis deals with security in the hospital enviroment. The work creates a new evacuation plan for large-monoblock Hospital for adults in FN Motol. Evacuation plan covers all activities of the announcement of evacuation after the removal of the last patient from the hospital. For developed evacuation plan at workcompiled four simulation models in SIMUL8. With these models, theevacuation plan and tested models provide a quantitative value, according to which it can better prepare for possible evacuation. This thesis has fulfilled its purpose -- was created functional evacuation plan, and simulation models provide additional information as to which should be ensured smoother running of the evacuation.

Population evacuation plan is one of the plans of specific operations, which are covered within the region's emergency plan according to Decree No. 328/2001 Coll.Evacuation belongs among the basic methods of population protection, being a summary of principles and organisation measures to ensure moving the persons, animals and material assets from the area endangered by an extraordinary event to other area. In the case of an extraordinary event endangering larger territorial unit, not only the populated agglomerations and industrial facilities may be included in the area evacuation, but also the inpatient healthcare facilities, where the situation difficulty is amplified by the patients depending on care by medical personnel and provision of healthcare services. Presently, there is no clear legal standard imposing an obligation on organisations to elaborate a complete evacuation plan. This issue is covered only partially in the sphere of legislation concerning fire protection. Nevertheless within the region's emergency plan elaborated for solution of extraordinary events requiring declaration of the third level (in the case of endangering more than 100 and less than 1,000 persons) and special level of alarm (when more than 1,000, a part of a municipality or enterprise grounds are endangered), all organisations with more than 100 persons should have the evacuation plans prepared. In the case of inpatient healthcare facilities, elaboration of evacuation plans is absolutely inevitable. The theoretical part of the dissertation describes the general principles and methods of performing the population evacuation. Attention was paid also to professional coverage, evacuation authorities and organisations and their structure according to the scope of the taken measures. In the chapter called "Application of the evacuation plan to inpatient healthcare facilities", the general principles and procedures concerning evacuation were applied to the inpatient healthcare facilities. In the practical part of the dissertation, an analysis of preparedness of the inpatient healthcare facilities for possible area evacuation to all-nation extent was made and the hitherto experience of the personnel of the inpatient healthcare facilities with any type of evacuation and their preparedness for possible complete evacuation were examined. Such examinations were made by questionnaire surveys. The collected data have been processed by statistical methods. The evaluation of results is presented in the "Results" chapter. On the basis of the acquired knowledge, a proposal of evacuation plan was drafted for the inpatient healthcare facilities. At the end of the dissertation, the procedures are suggested that may help manage perfectly the potential complete evacuation. Expected utilisation of the dissertation results was directed to definition of the optimum procedures and measures leading to successful management of evacuation of an inpatient health care facility. The dissertation conclusions may be used not only as the document for creating evacuation plans for other health care facilities, but they may contribute to considerable extent to elaboration of uniform evacuation preparation methodology within the emergency preparedness of the healthcare services.
Evacuation and emergency shelter of population before beginning of emergency events

Evacuation is known to be the most effective measure in protection of the population, particularly when completed before an extraordinary event occurs. Sheltering of population in permanent and improvised shelters would be of major importance in case of a war conflict. This bachelor thesis seeks to clarify the terms of evacuation and sheltering and all activities associated therewith and to evaluate the status of their assurance. The chapter dealing with the current status contains the basic terms relating to those measures and a brief description of evacuation and its classification. It also describes sheltering of the population and an overview of individual types of shelters, including improvised shelters. The chapter also includes an overview of basic legal standards associated with this issue. The following chapters deal directly with evacuation and sheltering plans. Each plan is described, including an outline of individual organizational measures and responsibilities for their execution. The thesis uses the current legal standards and the current concept of protection of the population as a baseline.
Evacuation of a Large Hospital

Act no. 328/2001 of the Collection of Laws defines that, apart from others, evacuation must be planned for handling emergency situations that require an alarm of the third or spe-cial degree to be raised. Successful evacuation requires an evacuation plan be made as part of crisis preparedness plans and this project could become a template for preparing evacuation plans for emergency situations at Fakultní nemocnice (a teaching hospital) in Motol, Prague. The teaching hospital in Motol is one of the largest hospitals in central Europe. It has 2,500 beds at its disposal, 350 of which are with intensive care. The hospital has large prem-ises the heart of which consists of two monoblocks, one for children patients and the other for adult ones. The other buildings in the hospital house its technical and administrative facilities or some special departments. The set of persons in question includes all the people in danger on the premises at the time of raised evacuation. It means hospitalized patients, outpatient ones, employees, students and teachers of the 2. Lékařská fakulta UK (the Medical Faculty of Charles University) and visitors. The objective of this work is to create model templates for evacuation plans for se-lected wards as well as larger departments, including the entire hospital complex. The other objective is to verify, or refute, the hypothesis that evacuation, partial or complete, of a large hospital can be finished within 12 hours. The methodology was based on detailed data collection about each ward and bed de-partments (location, number of beds, number of staff at various time of the day etc). Another source of information was a detailed survey of the entire premises focused at finding potential evacuation routes inside as well as outside the buildings, capacity of corridors, stairways, lifts, and other important information related to evacuation. The results of the project are presented in the form of ten model evacuation plans for various individual parts as well as whole units of the hospital: 1. Evacuation of one ward of the children{\crq}s monoblock, 2. Evacuation of one wing of the children{\crq}s monoblock, 3. Entire evacuation of the children{\crq}s monoblock, 4. Evacuation of one ward of the adult{\crq}s monoblock, 5. Evacuation of one floor in one communication node of the adult{\crq}s monoblock, 6. Evacua-tion of one entire communication node of the adult{\crq}s monoblock, 7. Entire evacuation of the adult{\crq}s monoblock, 8. Evacuation of the other hospital facilities, 9. Evacuation of another pa-vilion, 10. Entire evacuation of the whole hospital. The final results show that it is not possible to have one universal evacuation plan that would include all potential situations but several plans for particular kinds of exposure and sizes of departments in danger. The hypothesis was verified for variants 1., 2., 3., 4., 5., 6., 8. and 9. but it was not verified for variants 7. and 10. Evacuation of the entire adult{\crq}s mon-oblock and evacuation of the whole hospital cannot be finished within 12 hours after alert.
